Municipal costs are, in most cases, a body
corporate's single largest expense.

Steps to make sectional title schemes more environmentally friendly are not only necessary, in view of the cash flow saving it can offer, but have long term benefits as they inevitably raise the value of all units in the scheme. Such improvements reduce energy costs, make buildings healthier to live in and will usually pay for themselves within two to five years, after which owners will continue to enjoy reduced costs for years to come. The installation would normally form part of a special project and a special levy would need to be raised.

The solution is to apply for a term loan from PSC

Trustees of Bodies Corporate who would like to upgrade their buildings and prefer not to raise a special levy, putting an additional burden on owners can apply to PSC for a project loan.

This will enable the scheme to fund the installation and in most cases the monthly municipal cost saving of the Body Corporate will cover the monthly installment repayment of the loan.

Once the loan has been repaid, the saving will help the Body Corporate's cash flow and reduce the need for future drastic levy increases.

4 Steps Application Process.

1. Quotation The following documents will be required in order to prepare a formal quotation for the scheme:
  • Levy roll of the scheme.
  • Debtors list with owner balances (age analysis).
  • Participation Quota (PQ), incl. sqm size.
2. Due Diligence Once the quotation has been accepted, a due diligence is performed on the scheme and the following documents will be required to finalise this process:
  • Registered Conduct and Management Rules (plus copies of any approved amendments to the Rules not yet lodged with the Deeds Registry).
  • Minutes of the last Annual General Meeting.
  • Budget approved at the last Annual General Meeting.
  • Most recent signed Audited Financial Statements.
  • Trial Balance for the period since year end.
  • Most recent municipal account.
  • Approved quotation for the project.
  • Insurance policy.
  • Minutes of any Special General Meetings held since year-end (if applicable).
3. Contracting Once the scheme has been approved, a loan agreement can be drafted for signature. In order to finalise the agreement, the following documents will be required:
  • Bank statement or canceled cheque of the account into which the funds must be paid.
  • Certified copies of the identity documents of the two trustees signing the loan agreement (FICA requirements).
  • Domicilium address of the Body Corporate (physical address, fax, email).
  • The monthly date on which the Body Corporate will be repaying the monthly installment.
4. Pay-out Once the contracts have been signed, the loan can be paid out provided that all suspensive conditions have been met.

Prepaid Water Meter

As water is used, the meter registers pulses from the measurement element and decrements the remaining credit in meter. The meter measures units of water and decrements units of water as it flows through the meter. The meter does not store any tariff information making the meter very simple and cost effective. When all the available credit is consumed, the meter shuts off the valve, cutting off the consumer‘s water supply. The meter supports advanced features to allow for compliance to general utility, legislative and World Health Organisation basic water guidelines.
